The City of Frisco is offering an Emergency Rental Assistance Program for Frisco residents who need financial assistance with rent, utilities or both. (Note: this program is NOT available to support those with mortgages).

Eligible applicants - those with Household Income at or below 80% AMI - can receive up to 12 months' of support of past-due rent and/or utilities dating back to March 13, 2020.

To qualify for the Frisco Emergency Rental Assistance Program, applicants must demonstrate that:

  1. One or more individuals in the household has qualified for unemployment benefits or experienced a reduction in household income, incurred significant costs or experienced other financial hardships due, directly or indirectly, to the COVID-19 outbreak;
  2. One or more individuals in the household can demonstrate a risk of experiencing homelessness or housing instability; and
  3. The household has a household income at or below 80% of Area Median Income (AMI); priority is given to applicants below 50% AMI.

Applicants will be required to attest in writing the impact COVID-19 has had on their financial situation. In addition, applicants will be required to provide documentation related to:

  • Annual or monthly income (IRS Form 1040; pay stubs; W-2s or wage statements; bank statements; Social Security/SSI/disability payments)
  • Unemployment status, if applicable (unemployment benefits letter; letter from employer)
  • Increase in COVID-related expenses, if applicable (medical bills, etc.)
  • Proof of occupancy in rental unit (copy of lease; landlord attestation)
  • Evidence of past-due rent and utilities expenses (current ledger statement; copies of bills)
  • Proof of housing instability, if applicable (past-due notices; eviction notice; court documents)
  • Proof of household size (IRS tax return listing all household members as dependents; SNAP benefits letter; lease agreement with all household members listed) and identification for all household members (Social Security cards; birth certificates; State IDs or drivers' licenses; student IDs; passports; etc.)

The following restrictions apply to the Frisco Emergency Rental Assistance Program

  1. Assistance is available only for residents of the City of Frisco and only for those who rent a residential unit (this program does not provide support for mortgages). 
  2. Assistance is initially provided for past-due rent and/or utilities dating back to March 13, 2020; some support is available for current and future rent. 
  3. Payments will be made directly to the landlord and/or utility provider to be credited to the account indicated in the application.  Payments will not be made to individual applicants.  
  4. Assistance is not available to families living in units owned by immediate family members. Immediate family ties include (whether by blood, marriage or adoption) the spouse, parent (including a stepparent), child (including a stepchild), brother, sister (including a stepbrother or stepsister), grandparent, grandchild, and in-laws
